Why compare with an average business instead of counting mentions?

Because the baseline changes. Some models name ten businesses per answer and some name none; some markets have three soil yards and some have thirty. Comparing with an average business in the same competitive set cancels both effects.

It is the same reasoning as Rank Above Replacement on the map. A business near the replacement level is interchangeable to an AI model. A business well above it is the one the model reaches for first, which is where local recommendations, and soon agent-made bookings, will come from.
